He most recently partnered with HMS Consulting in leading a team that converted the Gee’s Bend Ferry to the first 100% electric passenger vehicle ferry in the United States. Previously Tim completed a career in the US Coast Guard. He has served in both afloat and aviation assignments that included operations officer, facilities engineer and chief of training for the HU25 Fleet. He is also a certified naval science instructor and has flown commercially for JetBlue Airways.
Tim has been awarded a bachelor of science in civil engineering from the United States Coast Guard Academy and a master of public administration from St. Mary’s University. He is presently completing a master of transportation and engineering management at the California Maritime Academy.

His current responsibilities at WETA include capital project development, fare policy, station access planning, and ridership forecasting.

As a leader in this group, Kristen has managed the successful delivery of waterborne transportation projects for ferry service, expansion, and terminal planning across Puget Sound, San Francisco Bay, New York, Boston Harbor, Maine, and British Columbia. Her specialties include marine transportation feasibility and implementation planning and associated land-use planning, project permitting and scheduling, entitlement project management, and community outreach and involvement.
Recent work includes serving as KPFF’s project manager and lead planner for the Washington State Ferries Long Range Plan for 2020-2040, as well as the Kitsap Transit Passenger-Only Business and Implementation Plan which led to the successful passing of a ballot measure to fund fast ferry service from Kitsap County.
Kristen is a southern California native, and a transplant from Tucson more than 12 years ago, where she earned a BS in geography and regional development and an MS in planning from the University of Arizona. He has particular depth of expertise in all issues relative to transit agencies and the complex statutory and regulatory framework under which they operate. Steven is the evaluator for the City of San Jose Board of Fair Campaign and Political Practices (formerly Ethics Commission), advising that entity regarding alleged violations of the San Jose Municipal Code in the area of election and ethics rules.
Steven has extensive experience in public sector contracting issues, including representing both public and private entities in the area of public works contracts, contract negotiations of all types, and bid protests relating to complex state and local procurements. Trisha grew up in Waukegan, Illinois, and is the oldest of three siblings. She graduated with a bachelor of science degree from University of Wisconsin Lacrosse in 1998.
She and her husband Dennis moved to Florida in 2015 with their two daughters Hailey and Madelyn. Trisha founded The Tropics Boat Tours, a leisure boat tour operation in Clearwater Beach, Florida, in October of 2010, and remains the general manager of this thriving business to this day.
Trisha got involved with local chambers of commerce very quickly and used her personal skills to earn her spot in the community. Very soon, she found herself chairperson of committees and on the executive board to the Clearwater Beach Chamber of Commerce. In 2014, she volunteered to start what is now known as the PTI (Parking, Traffic and Infrastructure) Committee; the PTI Committee was founded to help find alternatives to congestion and traffic issues on Clearwater Beach. Trisha researched through surveys and analysis, and in March of 2015, she and her husband Dennis founded the Clearwater Ferry as an alternative route for locals, employees and visitors alike to get to their favorite beach. Ever since, they have been working tirelessly to create awareness for their service which caters to everyone.

Captain Rachel Rowe

[/vc_column_text][vc_empty_space height=”16px”][vc_column_text]Captain Rachel Rowe is the ferry operations division manager for Skagit County Public Works. In this role, she is responsible for planning, organizing, directing and controlling all activities for the Guemes Island ferry system. She also oversees operation and maintenance of the docks and terminal facilities, as well as annual shipyard and repair projects. She is currently leading Skagit County’s battery-electric ferry replacement project, which will be one of the first purpose built, all-electric vehicle and passenger ferries in the US.
Captain Rowe has spent more than 20 years in the commercial passenger vessel industry, working in both the public and private sector. Her career navigational experience in the private sector includes Southeast Alaska’s Inside Passage, Canada’s Gulf Islands, Mexico’s Sea of Cortes, the Columbia and Snake Rivers, San Francisco Bay, the Napa and Petaluma Rivers, Costa Rica and several offshore Pacific Ocean voyages.
Captain Rowe was born and raised in the Pacific Northwest. [/vc_column_text][vc_empty_space height=”16px”][vc_column_text]Ray Scott is the marine operations and maintenance manager for Kitsap Transit where he manages the expanding fleet of Kitsap Transit’s fast ferries on Puget Sound.
Ray graduated from the Puget Sound Naval Shipyard’s marine electrician apprenticeship program and worked as a project manager at the naval shipyard for a total of 10 years. He holds a US Coast Guard chief engineer license, and prior to joining Kitsap Transit he worked as an engineer in the fishing industry on Alaska and offshore tug boats. He serves primarily as bond counsel and disclosure counsel in a variety of tax-advantaged financings. Will also advises municipal governments on a range of general matters.
Prior to law school, Will worked in local government and politics in Washington, DC. He served as a legislative aide, and later, as the budget director for former District of Columbia councilmember and mayor Adrian Fenty. Will also worked on several election campaigns, including Mr. Fenty’s successful 2006 mayoral campaign.
Will clerked at the Washington State Court of Appeals for Judge Lisa R. Worswick. Prior to joining Pacifica, he was an associate at Hillis Clark Martin & Peterson PS where he practiced public finance with an emphasis on nonprofit and health care institution financing.
Will earned a BA in politics at Oberlin College and a JD at Northwestern University School of Law.
Will enjoys bowling in a league and coaching youth sports. Starting in 2014, James led the planning and implementation of NYC Ferry which launched in May 2017. Today, he manages a department in charge of contracting, finance, maintenance, operations oversight, customer service and construction coordination. James is a transportation planner and engineer who has consulted previously on major projects including street design, transit operations and corridor planning for cities in the United States, South Africa and Russia. Previously, Margaret was the project officer for hybrid and electric vessels at the Coast Guard Marine Safety Center, reviewing new construction and conversion design proposals and developing the first design equivalencies for Li-ion battery installations on US commercial vessels. Her first tour was as an engineer on the heavy icebreaker USCGC Polar Star.
